Eligibility for TBS

Eligibility Requirements

The Idaho Talking Book Service is available to Idaho residents in any of the following categories:

  • An individual who is blind or has a visual impairment that makes them unable to comfortably read print books
  • An individual who has a perceptual or reading disability
  • An individual who has a physical disability that makes it difficult to hold or manipulate a book (i.e. turn the pages) or to focus or move their eyes as needed to read a print book
  • Facilities such as schools, hospitals, and nursing homes that regularly serve clients meeting the eligibility requirements

For those not residing in Idaho, find your state’s network library through the National Library Service for the Print Disabled.

Certifying Authority

All TBS applications must be submitted with a signature from a certifying authority, who may be any of the following*:

  • Doctor of Medicine
  • Doctor of Osteopathy
  • Optometrist
  • Psychologist
  • Registered Nurse
  • Therapist
  • Librarian
  • Professional staff of hospitals, care facilities, institutions, and public or welfare agencies, such as:
    • Educator
    • Social Worker
    • Case Worker
    • Counselor
    • Rehabilitation Teacher
    • Certified Reading Specialist
    • School Superintendent

*A certifying authority may not be a relative of the applicant, even if otherwise qualified.
